• Candidate must be unmarried, and a citizen of India.
• Bhutanese, Nepalese, or Tibetan refugees who came to India before January 1, 1962, with the intention of permanently settling in India.
• A person of Indian descent who moved to India with the intention of settling there permanently, especially from Vietnam, Pakistan, Burma, Sri Lanka, and the East African nations of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, and Ethiopia.
