The Hon’ble Chief Minister of West Bengal inaugurated Nijo Griha Nijo Bhumi Prakalpo on October 18, 2011, to grant 5 decimal land to each recognized qualified beneficiary household. The West Bengal government has launched the Nijo Griha Nijo Bhumi Scheme to assist the homeless and low-income residents.

Nijo Griha Nijo Bhumi Scheme
A chunk of land beneath your feet? No! It is most likely a lifelong dream for many people. A miracle happened here! The West Bengal government has now launched the “Nij Griha Nij Bhoomi” plan to assist these homeless and impoverished individuals.
This initiative will fulfill many people’s ambition to create a homestead on their land. The project has executed in tandem with the government’s other developmental programs. So that more landless persons can access this facility. This report contains all of the other critical information.

Purpose of the Scheme
Secured ownership of a tiny plot of land can spark a family’s journey from poverty to prosperity. As a result, a family moves closer to a world of self-esteem, dignity, and peace. To attain this goal and improve the livelihoods of qualified recipients, “NIJO GRIHA NIJO BHUMI PRAKALPA” has executed with the full support of all parties involved.
Pattas are distributed either in the name of the family’s female head or jointly in the name of the wife and husband. The eligible beneficiaries will get priority from the most vulnerable segments of society. All benefited families would get pattas, a record of rights, and immediate possession of their land.
Government departments in charge of rural housing programs, rural infrastructure development, and so on are also working for NGNB-affected people through a convergence strategy, offering bare minimum services. This significantly improves the beneficiaries’ livelihoods.
Benefits of the Nijo Griha Nijo Bhumi Scheme
- The Department of Land and Land Reforms of Bengal oversees the entire process, and the project is funded by the state government. They also ensure that the correct market value of the lands is fixed.
- The lands are given based on specified conditions. For example, the land should be livable, or suited for domestic use. Whether it has enough area to meet the essential demands of life (kitchen, animal husbandry, garden, etc.).
- The property area will feature a proper drainage system, drinking water, lights, and other amenities.
- Another crucial security feature that the project offers is extremely outstanding. They assessed the land’s geographical location.
- The house should not be built along the river bed, and land should not be granted to individuals in areas that are naturally unsafe or prone to disaster.
Eligibility Criteria for Applying the Scheme
The initiative is intended to aid landless and homestead-less rural agricultural laborers, craftsmen, fishing families, and the heirs of such persons who do not have any family links with the former.
- Landless and homestead-less rural agricultural laborers, artisans, and families involved in fisheries, led by Scheduled Tribe women.

- Landless and homestead-less rural agricultural workers, artisans, and families engaged in fisheries, led by women from Minority and Other Backward Class Communities.
How to Apply for the Nijo Griha Nijo Bhumi Scheme?
The dispersed pattas are either nominated by the woman who is the head of the family or mutually by the husband and spouse. Pattas, records of rights, and land possession shall be distributed to the beneficiaries.
This would allow the families to build a house on the given land with the help of other government-provided developmental schemes such as Indira Awas Yojana (IAY), Total Sanitation Campaign (TSC), Mahatma Gandhi National Rural Employment Guarantee Act, Rajiv Gandhi Vidhyutayan Yojana, and so on.
The house might be utilized for both habitation and money creation through various agricultural methods and the like.
Funding
The specific lands would be purchased by the Department of Land and Land Reforms at fair market value; money for this purchase could come from other sources, such as departmental allocations. The State Government provides the majority of the contributions. Soon, the sponsorship may also involve the Central Government.
Land Specifications
The land to be provided under the project must be suitable for domestic purposes, including kitchen gardens, animal husbandry, and home enterprises. The land must meet all fundamental needs, such as sufficient drainage, water facilities, and so on. It should not be located near geographically risky areas or areas prone to river erosion or other natural disasters.
Another significant issue is that the site be placed in an appropriate neighborhood. As a result, adequate effort should be made to offer homestead plots to at least 15 families organized in a cluster. These grouped plots must include essential amenities such as dwellings, water, sewage, drainage, and street lighting.
