The Governor and Chief Minister of Bihar, as well as the Union Minister and the Minister of Fisheries, Animal Husbandry, and Dairy, were present when PM Narendra Modi formally launched the Pradhan Mantri Matsya Sampada Yojana via video conference on September 10, 2020.

Implementation Process of the PMMSY Scheme

The government must hold speculation totaling Rs. 31,400 crores and has a spending plan of Rs. 6000. The processing of approximately 334 lakh MT of agricultural goods valued at Rs 1 lakh, 4 thousand 125 crores. The Matsya Sampada will benefit about 2 million ranchers and generate about 5 lakh-30 thousand direct or indirect jobs in the country in 2019–2020.

  • For the scheme’s implementation, to achieve optimal results with required forward and backward linkages and end-to-end solutions, a cluster or area-based approach will be used.
  • Various technologies such as Re-circulatory Aquaculture Systems, Biofloc, Aquaponics, Cage Cultivation, and others will be used to improve production and productivity, quality, and productive utilization of wastelands and waters for Aquaculture.
  • Coldwater fisheries development and aquaculture expansion will receive special attention in brackish water and saline areas.
  • Activities such as mariculture, seaweed cultivation, and ornamental fishing would be promoted to create a large number of job opportunities.
  • Fisheries would be prioritized in development plans for Jammu and Kashmir, Ladakh, Islands, Northeast, and Inspirational Districts.
  • This plan would integrate contemporary coastal fishing villages with the required infrastructure to develop coastal fishing communities holistically.
  • To strengthen fishermen’s and fish farmers’ negotiating power Fish Farmer Producer Organizations would be the conduit for collectiveization.
  • Under the plan, aquaparks would be built as the center of various fisheries facilities and activities.
  • The PMMSY Scheme aims to build the necessary convergence with the Department of Agriculture Research and Education (DARE) and ICAR to strengthen research and extension support services. The establishment of Fisheries Incubation Centers (FICs) through the government and private sector would be supported.
