Chief Minister of Jharkhand Shri Hemant Soren had launched a scheme for the urban unskilled workers in his state on the basis of the Government’s social development program MNREGA (MGNREGA). The scheme was announced in June 2020 by the Employment Labor Department.

Jharkhand Chief Minister Shramik Yojana is going to be started by the Chief Minister of the state Hemant Soren to provide employment to the poor people of urban areas. Under the Mukhyamantri Shramik Yojana, employment opportunities will be provided by the state government to the migrant laborers those who have returned to Jharkhand in lockdown due to coronavirus from different parts of the country.

This is a 100 days job guarantee Government scheme to provide employment to urban unskilled workers like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Benefits of Mukhyamantri Shramik Yojana

Under this scheme of the Jharkhand government, urban workers will be able to get at least 100 days of employment.
The name of this scheme being launched with the aim of providing a means of livelihood to the urban poor of Jharkhand during the present crisis will be named Mukhyamantri Shramik (SHRAMIK- Shahri Rozgar Manjuri For Kamgar) Yojana.
As per the draft prepared in this regard, work under the scheme will be awarded on-demand basis and the work will be divided into different categories like sanitation, water harvesting, plantation, public works, or repair and management of shelter homes.
It is to be noted that separate funds will be provided to Urban Local Bodies (ULBs) for this work.
The amount will be deposited in the workers’ bank account within seven days of the completion of the work, thereby ensuring transparency in the payment of wages under the scheme.
It has been clarified in the draft plan that in any case, it will be mandatory to pay the wages within 15 days after the completion of the work.

Eligibility Criteria of Mukhyamantri Shramik Yojana

The workers should be permanent residents of Jharkhand and at least live in urban areas of Jharkhand from 1st April 2015.
The applicant’s age should be at least 18 years or above.
Applicants should not have an MNREGA card in rural areas.
Daily wage workers who are staying in the government shelter, for the last three years will be eligible for the Mukhyamantri Shramik Yojana.

Difference between MNREGA vs. MSY

It is worth noting that this scheme of the Jharkhand Government is completely opposite to the Mahatma Gandhi National Rural Employment Guarantee Act of the Government of India i.e. MNREGA program in its original purpose.
While the central government’s MGNREGA program mainly targets rural adults willing to do unskilled labor, the Jharkhand government’s scheme targets urban workers in the state.
It is worth noting that the wages given under this scheme will be about 40 percent more than those given under the state MGNREGA program. It may be noted that under the MNREGA program in Jharkhand, payment is made at the rate of Rs 194 per day.

Like MNREGA, a provision of unemployment allowance has been made in the scheme of the Jharkhand government, under the scheme, unemployment allowance will be provided only if an urban local body fails to provide employment to the person seeking employment within 15 days.

Purpose of Mukhyamantri Shramik Yojana

Due to the lockdown, the migrant workers of Jharkhand state have returned to their homes, and they do not have any employment for their livelihood. Jharkhand CM Hemant Soren has decided to start the employment scheme. Under this scheme, the migrant workers who have not got any employment, and who have returned to the urban area of Jharkhand, should be provided employment by the government so that they can support their families. The main purpose of the Mukhyamantri Shramik Yojana is to provide employment to all the migrant workers in their states.

How to apply for Mukhyamantri Shramik Yojana

Interested people who are willing to apply online under Mukhyamantri Shramik yojana, can follow the steps which are given below.

1. Open the official website and go to the homepage

2. Under the “APPLICATION” tab click on “Apply for Job card”

3. Fill up the necessary details like personal details, Aadhar number etc.

4. After filling in all the information click on “I agree to above declaration / I agree to above declaration”.

5. After that click on the “submit” button.

6. Make sure to upload all necessary documents.

7. The application will go to the department for approval and “Application Ref Number/Application Reference Number” will be given.

8. Finally you can download the job card.

Importance of the Mukhyamantri Shramik Yojana

Various economists of the country including Jharkhand have appreciated this step of the state government. According to experts, the implementation of this new scheme by the Jharkhand government will greatly help the migrant workers returning to urban areas after the outbreak of the coronavirus (COVID-19) pandemic.

It is worth mentioning that till now the skill survey of 2.5 lakh migrant workers has been done by the State Rural Development Department of Jharkhand and it has been found from this survey that 30 percent of the workers returned from different states are unskilled workers.
