Hawker Support Scheme

The coronavirus outbreak has caused concerns for almost every socioeconomic group. Hawker is an extremely crucial component of our economic system. They are observed eating goats and do not have a bank account or social security. This situation worsens during the Corona pandemic when companies are entirely closed down.

On the contrary, practically every hawker suffers irreversible losses. To deal with this loss, the municipality identified many hawkers and reported their names to the municipal office. However, after returning it to the municipality, the municipal authorities directed that the hawkers complete the specific application form.

After reviewing the application, the police confirmed that the information provided by the concerned hawker was correct. The applicant hawker will get a one-time payment.

The announcement stated that just one member from a hawker family could apply. In that application form, include the hawker’s name, address, and the type of commodities or items sold. The applicant must provide Aadhaar, a digital ration card, and their voter ID card number.

Purpose of the Scheme

Because of the lockdown, practically all traders have ceased doing business, causing hawkers to face a variety of challenges; the goal of resolving this issue is to provide financial aid. The state administration has made it possible for hawkers to obtain bank loans without difficulty.

Implementation of a new system dubbed ‘Pradhan Mantri Street Vendor Atmanirbhar Nidhi’ during lockdown. Issuing a legitimate identity card to unionized workers will allow them to access different government perks. The Centre requires that the concerned hawkers have government identity cards or be on the government’s list to qualify for bank loans.

However, there is still no comprehensive list of hawkers in this state. No legitimate ID, either. As a result, hawkers in this area cannot seek loans from banks.

Benefits of the Hawker Support Scheme

To address the catastrophic losses created by hawkers, it has been stated that bank loans of Rs 10,000 will be made available to registered hawkers at reasonable interest rates.
The City Department has supplied the Kolkata Municipality with 50,000 printed application forms. From there, the municipality will print as required. So far, calculations show that 82 thousand hawkers in the state will receive a one-time payment of two thousand rupees under this arrangement.
Although it was not possible to reach the municipal minister by phone, a department official said it would take time to collect information from the state’s 131 municipalities, including Kolkata, approximately 20 lakh hawkers.

Eligibility Criteria for Applying the Scheme

If the following requirements are met, any hawker who is a permanent resident of West Bengal is in severe distress, because they have lost their business or means of subsistence due to the COVID-19 outbreak, and have no other reliable source of income, will be eligible for assistance.

The hawker operates inside the designated municipal boundaries of the relevant Municipality, NAA, or Municipal Corporation.
The hawker is not eligible to receive any monthly financial support or benefits from any state-run social programs, such as the Old Age, Widow, or Disability Pension.
A family may only nominate one member for eligibility. For the plan, the terms “family” refer to the husband, wife, and any unmarried children.

How to Apply for the Hawker Support Scheme?

Eligible applicants must submit an application (as per the enclosed format – Annexure-A) to the local police authority. The concerned Corporation or Municipality/NAA shall maintain contact with the local police authority and make arrangements to receive applications from them following police verification.

After receiving validated application forms from the police authority, the concerned corporation, municipality, or NAA will begin digitization and data compilation immediately. The department will provide specific software for digitalization and data aggregation.
