Overview of the Chief Minister Anila Bhagya Yojana

Name of the Scheme Mukhyamantri Anila Bhagya Scheme
Initiated ByGovernment of Karnataka
Objectives To provide free LPG connection to the poor of the state
BeneficiariesCitizen of Karnataka

Objectives of the Scheme

The central government’s Ujjwala program hasn’t been able to reach all of the beneficiaries in the state. The Ujjwala scheme has only garnered 6-7 lakh beneficiaries. According to the public data, it’s not enough to meet the requirement.

To transport cylinders door to door, the state’s gas firms are also working to improve the infrastructure in outlying locations. The state government would also deliver the two-burner gas stoves to the houses of the recipients.

Benefits & Features of Mukhyamantri Anila Bhagya Scheme

  • Under the Anila Bhagya project, the Karnataka government would provide free LPG gas connections, a double gas hob cooker, and two refills to each beneficiary, particularly BPL families.
  • It is a cheap, waste-free, and ecologically responsible way to cook.
  • The Karnataka Mukhyamantri Anila Bhagya Scheme will help around 5 lakh families, according to a conservative estimate.
  • Rather than the INR 1,600 per household that Ujjawala charges, a total of INR 1,920 will be subsidized.
  • A smokeless cooking method that offers improved health benefits is LPG.

Eligibility Criteria for Applying the Scheme

  • The program’s benefits are only available to Karnataka citizens who come from families that fall below the poverty level (BPL).
  • All registered Karnataka Building and Other Construction Employees Board AAY (Antyodaya Anna Yojana) and PHH (Priority Household) Ration Cardholders without an LPG connection who work in the construction industry are eligible.
  • The benefits of the Ujjwala scheme will not be available to its beneficiaries.
  • Application eligibility requires an Aadhar number.
  • After the form submission, the authority will check the beneficiary’s name against the information from the 2011 Socio-Economic Caste Census.

How to Apply for Mukhyamantri Anila Bhagya Scheme?

Urban people should travel to their respective ward offices to apply for the scheme. Whereas, rural region peoples should submit their offline applications to the closest Gramme Panchayat. To ensure the beneficiary hasn’t already benefited from a free LPG connection, the authority will match the applicant’s details to the SECC-2011 data list after the completion of applications. A candidate’s application will be rejected if it is found that they have already benefited from the Ujjwala Yojana.

Documents Required for the Scheme

  • Ration Card of BPL family
  • Aadhar Card
  • Residential proof
  • Passport size photograph

Monitoring & Supervision of the Yojana

The following organizations are in charge of supervising and observing the operation and implementation of the program:

  • State-level Empowered Committee Constitution
  • Committee at the State and District Level
  • Establishing a planning and implementation committee at the district level
  • creating a district-level monitoring and vigilance committee

Implementation of Mukhyamantri Anila Bhagya Yojana

  • The Minister in charge of the district, under the supervision of a selection and monitoring committee at the district level, chooses the recipients.
  • The district-level selection and monitoring committee will receive a list of residents who do not have Ration Cards for non-gas dwellings.
  • The Member Secretary figures out how many people are eligible for Phase-I FPS per district, using the same method used in the district’s Phase-I target in the State.
  • The Member Secretary provides the MMABY guidelines and the target list broken down by FPS to the MLAs who serve on the committee charged with selecting the recipients of Phase-I.
  • If the MLA is unable to finalize the list within a week after receiving the list of Phase I awardees, the District Selection Committee recommends giving the authority to do so.
  • The RFO would be responsible for submitting their applications to the Common Application Form.

Phase-I Process

  • When informed of the Phase-I recipients, any female family member having a PHH/AAY ration card who is at least 18 years old may go to the Grame Panchayat office, Jana Snehi Kendra or Bangalore 1 centre to apply MMABY using the necessary form.
  • Each Phase-I applicant verifies that their home has a gas connection and presents their Aadhaar number at the service kiosk.
  • The applicant has the choice to choose the agency there while filling out the application.
  • Once the application is complete, an endorsement will sent to the eligible Phase-I recipients. This endorsement certifies that the candidate is qualified to submit an MMABY application.
  • The application would be sent to the food inspector. For all upcoming operations, a unique Consumer ID number will be created and used. Upon FI verification, an SMS is sent to the applicant.
  • A photocopy of the check and the list of recipients are sent through FI to each recipient. The beneficiary needs to submit a completed application form, the MMABY acknowledgement, a photocopy of the check, and the release order to the LPG distributor.
  • After getting approval from the OMCs, the distributor delivers the SV to the beneficiary and enters the beneficiary’s details using their login credentials into the web interface for the FCS software.

Funding Allocation for the Scheme

The implementing department on behalf of the other four participating departments will be the Food Department, Consumer Affairs, Civil Supplies and Legal Metrology, and KBOCWWB under the Department of Social Welfare, Department of Labor, and Department of Forest Ecology and Environment. • The amount of money paid from each department to the department in charge of implementing the plan—the Department of Food and Civil Supplies—would depend on the number of beneficiaries selected by the heads of each department.
  • If a candidate falls into more than one category, consideration will be given to the preferences mentioned below.

    • SCP/TSP
    • Food Department
  • Each month, the Deputy Commissioner will deliver the MMABY beneficiaries as well as the Security Deposit (SD) for the DGC booklet, inspection and installation costs, cylinder, regulator, Suraksha Hose, and SD for the first refill to a specific gas agency of their choosing.
  • Another department will transfer payments for their specified beneficiaries to the departments of food, civil supplies, consumer affairs, and legal metrology.
  • The gasoline agency would be compensated for the subsequent filing costs upon receipt of a claim from the agency each quarter.
