In India, Agriculture is the main occupation of West Bengal like various other states. West Bengal is one of the top rice-producing states in the country when it comes to Rice/ Paddy production. The government of West Bengal decided to roll out a new scheme called WB Kharif Paddy Procurement Scheme, to help the Kharif Paddy farmers of the state.

The Department of Food & Supplies, Govt. of WB introduced this scheme to procure a maximum quantity of paddy from the state farmers for PDS.

Every year state government sets a target to procure a specific amount of crop from farmers for PDS. Every year govt fixes an MSP for fair Average Quality of paddy and based on that farmers cultivate their crops for the Kharif season. 

About Kharif Paddy Scheme

State Food and Civil Supplies Minister Jyoti Priya Mallick informed that the government had nominated about 13 lakh farmers under the Kharif Paddy Procurement Scheme. So far about 13 lakh farmers have enrolled under this scheme and 72 lakh have registered.

He also said they are trying to approach us to secure paddy for an uninterrupted rice supply for public distribution infrastructure. As soon as this scheme is launched, we will start paddy procurement by December 2020.

The state government will procure 45 quintals of paddy from each farmer after the respective authorities fix the price of paddy.

Targets of this Kharif Paddy Procurement Scheme

The main target of The Kharif paddy procurement scheme will be supported by all farmers of the West Bengal state. The WB government is planning to impose a ceiling on the amount of paddy to be procured from each farmer. This scheme helps the all-state farmer and provides a better beneficial income for a long period. 

Benefits of the Kharif Paddy Procurement Scheme

• Farmers, who have registered under this scheme get the appropriate price for their crops.                    
• This scheme is for increasing the Maximum Selling Price (MSP).
• The procurement of rice helps to maintain a regular supply of rice for the State PDS system.
• In Kharif Paddy which helps to boost the economy of the state, a high interest rate is provided.  
• Helps farmers to get the best price for their paddy crops.
• The procurement of paddy from farmers encourages them to grow more which helps to increase their income.  
• Paddy procurement also helps in maintaining a sufficient amount of stock for the Public Distribution System.  

Objectives of the Kharif Paddy Procurement Scheme

• The main objective of starting this scheme is to assist the farmers doing Kharif and Paddy cultivation in West Bengal. 
• Paddy prices have also seen a fall this season and the prices seem to be going even below the Minimum Support Price (MSP) fixed by the government. 
• The low demand for paddy has badly affected the prices, which has also led to a fall in the production of paddy. 
• Because of this, the Kharif Paddy Procurement Scheme has been started by the State Government, under which the Bengal Government will procure paddy at the maximum price. 
• This will not only increase the price of paddy but will also benefit the farmers.

Eligibility Criteria for applying Kharif Paddy Procurement Scheme

Those who wish to get registered under this scheme have to meet the eligibility criteria as specified by the government. Some of the basic requirements for registration under this scheme are as follows:    

• The applicant must be a farmer working in the state of West Bengal for registration.
• The candidate must be a permanent resident of the state as this scheme is only for the farmers of the state.
• The applicant must possess the land and should have supporting documents.

• The Aadhaar Card of the applicant farmer
• Proof of Address        
• Land Documents       
• Self-declaration with details of land ownership (if applicable)
• Details of Bank Account/ Pass Book

Registration Procedure of Rice Mill under Kharif Paddy Procurement Scheme

• First, visit the official website: https://procurement.wbfood.in/ 
• Click on the “Rice Mill Registration” option given on the menu bar.
• A new page will appear on your screen.
• You can only log in if you have already registered.
• If not click on “New Registration”.
• The application form will display on your screen.
• Enter all of the details.
• Don’t forget to click on Submit.

Farmer’s Registration

Registration of farmers can be done using the Online paddy procurement system and registered farmers can sell their crops under the WB Kharif Paddy Procurement scheme.

• “Krishak Bandhu” farmers who have not registered yet can also register at any of the Purchase centres. They are also not required to provide their land documents.
• Those who have already registered in the previous KMS can continue for the present. 

Farmers Login

To log in as a farmer, you need to follow the simple procedure given below:-

• First of all, you need to visit the official website: https://procurement.wbfood.in/ 
• On the menu bar, click on the “Farmers Login” option given and a new page will be redirected 
• Enter your mandatory credentials including your registration number and phone number
• Enter the captcha code.
• Click on Submit.

KMS (Kharif Marketing Season) Login

Users need to follow the given instructions to check KMS or Kharif Marketing Season for a particular year-

1. Visit the official portal:  https://procurement.wbfood.in/ 
2. On the menu bar of the homepage, click on the “Login” tab.
3. Enter the Username and Password received at the time of registration.
4. Enter the captcha code.
5. Finally, click on the “Submit” button.
6. KMS details for the respective season will open.
7. If the user has forgotten the password, they can recover it by clicking on the “Forget Password” link.
